[osu!std] osu! Balkan Cup 2023

OBC is an annual osu! standard 2v2 (with one substitute) tournament for players from Ex-yu countries. Those are Serbia, Croatia, Bosnia and Herzegovina, Slovenia, Macedonia, Montenegro, and Kosovo. The matches are going to be played 2v2, but the team size is 3. The third player is a substitute, and can join in place of any other player on the team between maps during matches.
