[osu!std] Dio's Autumn Singles

This is a 1v1, ScoreV2, head-to-head, international osu! standard tournament. The NoFail mod will be enabled on all maps. The 4 Tiers (rank ranges) are as follows: Tier 1: 1-2.500 Tier 2: 2.501-20.000 Tier 3: 20.001-50.000 Tier 4: 50.001-100.000 BWS is applied with no rank buffer (more info below if you don't know what BWS is). The 4 Tiers essentially operate as separate tournaments with the exact same rules.
