[osu!std] Cindelluna's Map Roulette Tour #3

This is an osu! standard international tournament played head to head (1v1) in score v1. There are two stages to this tournament, a qualifier stage and then a bracket stage. There are two rank tiers: >1k - 15k (1,000 - 15,000) >15k+ (15,001 - ∞) BWS will be used to calculate the final ranks of players at the end of registrations.
