[osu!std] Crepe Cup

This is a badged, rank restricted, 4v4, international osu! standard Tournament. The rank range is [5k - ∞] after applying BWS. Players must be within the rank range by the end of the registration date. There will be no rank buffer. The relevant formula for BWS is rank^(0.9937^(badges^2)), pending badges are counted.
